Dubai has launched a new app called Eltizam to document and monitor public cleanliness violations. The Dubai Municipality launched this new initiative to maintain the city’s position as the world’s cleanest city for the fifth year in a row. Select verified users and officers can report offences such as spitting, littering, etc., in real-time on the app.
Eltizam – upload pictures and tag location of offenders
VIP users and residents can log into the app through the UAE pass and take pictures or upload photos of people flouting cleanliness laws. The Eltizam app automatically captures their location. Additionally, users can include contextual notes to violations they’re recording. The digital application also grants selected government officials the status of judicial officers so they can enforce cleanliness laws around the city. Fines will be issued instantly on the app against the offender’s vehicle number plate, Emirates ID, or passport.

This app reflects our vision of a pioneering city where technology and regulation work together to protect Dubai’s urban appeal and elevate its position as the most beautiful and cleanest city in the world.”
8 key violations the Eltizam app logs

- Spitting in public areas
- Disposing of chewing gum improperly
- Littering in public spaces
- Dumping organic or general waste into the sea, beaches, creeks, or ports
- Draining vehicle wash water in non-designated areas
- Lighting fires or barbecuing in unauthorised places
- Posting flyers, advertisements, or printed materials that deface public areas
- Failing to remove animal waste from public spaces
All of the above violations have been categorised as offences that tarnish the city’s appearance and beauty. But it’s not all about appearances. Many of the violations reported on the app also affect public health and the environment, such as not picking up animal refuse, spitting and dumping waste into the sea and beaches. With the launch of Eltizam, the Dubai Government also aims to cultivate a sense of civic duty and community participation when it comes to keeping our surroundings clean.
